James Clark specializes in the area of government relations. Before joining Messerli and Kramer in 2002, James was a county prosecutor and a three-term member of the Minnesota House of Representatives. This unique background means that not only can he help his clients navigate an often unfamiliar setting at the Capitol, he can tell their stories to decision-makers in a persuasive fashion. Having the perspective of both a legislator and a lobbyist also allows James to cut through the clutter and communicate what matters most.
He concentrates his work in the areas of healthcare, transportation, major construction projects, tax issues and civil law. In some cases, clients want to prevent a harmful piece of legislation from being enacted. In other cases, they want to advance or change a law to allow them to expand their businesses or operations. Taking a keen interest in his clients’ issues, James learns about a wide variety of issues in order to identify the best approach and solution. Clients appreciate his access to decision makers within the Legislature and his ability to conduct impactful meetings with his contacts.
James has a passion for animals and being the voice for companion animals at the Legislature. He has an excellent track record of successes for his clients, including the passing of the Dog and Cat Breeder Regulation Bill and state bonding to provide clean drinking water for the City of Lake Elmo. He was also instrumental in such projects as the Children’s Theatre Company expansion and the Cedar Avenue Busway. His clients include national and regional businesses such as the Minnesota Twins, CVS Health, Altria Corporate Services, the Suburban Transit Association, Canterbury Park, the Animal Humane Society and Minnesotans for Lawsuit Reform.
