Katy Sen is a lobbyist with Messerli & Kramer’s Government Relations Group in St. Paul. She previously served as Governor Mark Dayton’s Deputy Chief of Staff. She holds a master’s degree in public policy from Harvard University’s John F. Kennedy School of Government.
While serving in the Governor’s Office, Sen oversaw development of the Governor’s biennial and capital budgets, providing strategic and policy advice and coordinating with federal representatives in Washington on a variety of issues. With the House of Representatives DFL Caucus, Sen worked as Director of Research, leading a team to provide legislative guidance on issues ranging from transportation, economic development, and health and human services to energy, K-12 education and higher education for the state.
Sen brings a decade of legislative and executive branch experience in the areas of tax policy, bonding and state and local government issues. Clients can expect a skilled relationship builder with strong ties to key policy makers and demonstrated success in getting legislation passed into law. Outside of the Messerli and Kramer office, Katy enjoys spending time with her husband and two children.
